We do this by sourcing amazing locations around the world, building very carefully curated communities of teachers and learners, doers and makers, creators, artists and investors, and bringing them all together for three and a half days of collaboration, sharing, and idea ignition. EdYOUfests usually begin on a Friday evening and conclude on a Tuesday morning.

L’INTRODUCTION DE NOUVELLES MÉTHODES DE MANAGEMENT PAR LES PROCESSUS DANS L’ACTION PUBLIQUE RÉGALIENNE

Résumé

Notre thèse vise à découvrir et proposer les pistes clés d’un modèle entrepreneurial permettant d’aider les acteurs de la mise en œuvre de politiques publiques à agir plus efficacement et de manière plus efficiente.

Ce modèle est basé sur l’analyse de processus, la participation d’acteur dans les changements, et la construction de représentations collectives, entrepreneuriale et porteuses de sens. L’originalité du modèle vient de sa dimension maïeutique qui permet d’éviter les résistances traditionnelles aux changements, en modifiant les manières de voir, de penser et d’agir. Ce modèle entrepreneurial et systémique de mise en oeuvre de politiques publiques a été conçu, comme une alternative au modèle de mise en œuvre bureaucratique).

Nous soulignons les résultats, implications et limites de ces deux modèles. Nous analysons aussi comment le modèle entrepreneurial tend à développer les compétences entrepreneuriales des acteurs, et des organisations, favorise les échanges, l’implication au travail, la transversalité, et la création de valeur en améliorant la performance globale. Nous mettons en valeur les caractéristiques de l’organisation publique entrepreneuriale, ses implications pour les acteurs, et comment elle peut être rendue effective.

Les données de notre thèse viennent de deux études de cas réalisées après une recherche-action menée pour les Ministères de l’Intérieur et de l’Equipement de 1999 à 2002. L’étude se concentre sur les processus de mise en œuvre de politiques publiques introduisant des changements majeurs dans la stratégie, la gestion, l’organisation et la culture.

Abstract

In France, state reforms were implemented with many difficulties, social conflicts and poor results until an entrepreneurial model of public policy implementation be developed. This model is based on process analysis, actor’s involvement in changes, and construction of collective entrepreneurial representations. The model’s originality comes from its maieutics dimension which allow politicians to avoid traditional resistances to changes modifying the way people see, think and act.

This model called Processual Action Entrepreneuship Model (PAEM) allows to understand sociological relations of power, to anticipate potential conflicts due to antagonist interests, rationalities, purposes or attempts. It proposes actions to transcend and avoid these problems, developing a systemic entrepreneurial organization based on autonomy, responsibility, involvement, initiatives, management and steering committees.

We analyse how this model allows to reveal organizational and managerial dysfunctions and how it gives indications to introduce entrepreneurship in organizations, in order to contribute to the improvement of the organization’s global performance and success of changes in a social, durable and ethic perspective.
